CCSU Vice President

I have work experience to manage an Engineering College located in Bangalore and have degree of M.Tech and Ph.D in Civil Engineering. Now I get information that the CCSU Meerut have an empty post for Vice President works under Vice Chancellor. So can I apply for this post with following educational qualification and work experience? Give the information brochure which contains recruitment information released by CCSU?
