Difference between IAS and PCS

Sir I have decided to make my career in Civil Services. Can you tell me what is the difference between Indian Administrative Services (IAS) Exam and Punjab Civil Services (PCS) Exam ? Please tell me which is tougher among these and what is the syllabus for both?
