Well the Keshav Dev Malaviya was the first chairman of the ONGC.

He is credited to take the ONGC out of India

Malaviya in ONGC apply for exploration licences in the Persian Gulf.

Iran gave ONGC four blocks and Malaviya visited Milan and Bartlseville to request ENI and Phillips Petroleum to join as partners in the Iran venture.
