The Indian Civil Service for part of the 19th century was the elite higher civil service of the British Empire in British India during British rule in the period between 1858 and 1947. When East India Company started to rule, they created Covenanted Civil Services whose members signed covenants with company's board of directors in 1757. There was great corruption in British Bengal because of the political patronage. In 1773, British parliament enacted the 'Regulating Act' in India which established the post of Governor General.
