The CAT 2014 percentile is used for short listing candidates for WAT and PI.

The admission committee of the Institute decides the number of candidates to be called for PA process on the basis of short listed merit list prepared for each category.

However, if the actual number of short listed candidates were found to be less or more than the required number of candidates to be called for PI/WAT category-wise, then the overall and section wise minimum score would be reduced or increased to get the desired number of candidates.
