After the arrangement of Maharashtra State on May 1, 1960, the Government of Maharashtra constituted a "Leading body of Industrial Development" (BID) on October 1, 1960, under the Chairmanship of Shri. S. G. Barve, I.C.S. The different advisory groups suggestions got in the businesses office were taken up for usage and according to the Borkar Committees proposals, advancement of Ulhas Valley Water Supply was endowed to the Board of Industrial Development (BID).

The BID encircled the enactment and it was presented before the state enactment and went as "Maharashtra Industrial Act" which brought forth MIDC, as a different partnership on August 1, 1962. The BID were the principal work force quality of MIDC.
