Jacques Frémont is president of University of Ottawa and Professor Emeritus at the University of Montreal and former President of the Quebec Human Rights and Youth Rights Commission.

Prior to this appointment by the Quebec legislative assembly in 2013, he was Director of the International Higher Education Support Program of the Open Society Foundations in New York.
