At mid of page you get Certificate Section link clcik on that link .

At next page click on Transfer Certificate for External Students link that is at left side of page .

At next page read process and click on create account link that is at left side of page .



Here Enter :
User Name
Password
Confirm Password
E-mail
Security Question
Security Answer

And click on create account button to create the account .

After account creation get login and proceed to fill application from for TC .
