To get scholarships in the 2nd year, you have to be a topper of your batch. Your CGPA or average percentage of both the 1st and 2nd semesters should be such that you should be at the top of the list, or in the top third.

To get avail scholarships, you should contact your college for more information; every college has a separate criterion for giving scholarships. Usually excellent performers are given the scholarships. Some even conduct a test too for this purpose.
