The Servicemembers Civil Relief Act Centralized Verification Service (SCRACVS) integrates with the data base maintained by the United States Department of Defense (DoD) in order to report if an individual is on active military duty on a given date.

The SCRACVS automatically queries the DoD’s Defense Manpower Data Center (DMDC) to verify military status on individuals. That information is then utilized to report back to the inquirer or as the basis for a military affidavit

The purpose of these inquiries is to determine if an individual is subject to the protections of the Servicemembers Civil Relief Act (“SCRA”) which is federal legislation that proscribes certain activities that might compromise or adversely affect servicemembers on active duty or recently retired.

There are seven agencies of the government that provide personnel reports to the DoD’s Defense Manpower Data Center (DMDC). The agencies that make these reports are the

-Army

-Navy

-National Guard

-Marines

-Air Force

-Public Health Service

-National Oceanic and Atmospheric Administration (NOAA)

Each agency initiates a registration of the individual by filing a record with the Defense Enrollment Eligibility Reporting System (DEERS) data base maintained by the Defense Manpower Data Center (DMDC).


The Defense Manpower Data Center (DMDC)’s DEERS data base is charged with maintaining information on uniformed service personnel’s active, retired, and reserve members, their family members, DoD’s civil service personnel and contractors (though not all these individuals may be covered by the SCRA).

The verifications supplied by DEERS also ensures accurate delivery of federal benefits including health and life insurance, as well as educational benefits.
