The Town Planning Department is one of the wings under Thane Municipal Corporation and works directly under the Municipal Commissioner, Thane. Regular function of the Town Development Department is based on Maharashtra Regional Town Planning Act 1966 & Bombay Provincial Municipal Act 1949.

The main Functions/ Activities of Town Planning Department of Thane Municipal Corporation are as follows:

• To implement Development Plan for Thane City.
• To give approvals to Building/Development Plan or Proposal as per sanctioned Development Control Rules.
• Acquisition of Reservation, Roads Widening as per Development Plan.
• To implement Slum Redevelopment Scheme (SRD) for Slums.
• Grant of Transferable Development Rights. (TDR)
• Development of Reservation as per sanctioned Development Plan.
• Development of Reservation by Public Private Participation.

Achievements:
• Road widening for Service road of Ghodbunder Road from Golden Dyes Junction to Patlipada(Land required against DR & TDR)
• Total No. of affected person by Road widening - 264 (Residential 35 + Commercial 229)
• No. of affected persons rehabilitated at various layout of Thane Municipal Corporation.
• Area acquired = 2 x (3900x9.0) = 70200.0 Sq. mtr.
• Cost of Land acquired = Rs.105,30,00,000/-
• (Avg R.R rate Rs 15000/- per Sqm)
