Education qualification : Scarborough earned a Ph.D. in strategic management from The University of Texas at Arlington, an MBA from The University of Texas at Tyler, and a BBA in accounting from The University of Texas at Austin. About the Career : He previously served as provost and executive vice president for academic affairs at The University of Toledo since 2012.
