IAS exam how to start preparing

Is there any one who can give me the information about How should I start my preparation for IAS? Will you please give me the tips on how to prepare for IAS Prelims? Also tell me from where I can download the last year question paper of this exam and I also wants to download the syllabus of this exam so will you please give me the link to download the syllabus of this IAS exam?
