Inter-University Migration in IPU

Hi I am looking for the information about the process to be followed for getting the migration certificate from Indraprasth University?

Migration is the procedure of changing school in second year, after fruition of first year.

It was before presented by the govt. for exceptional cases like on the off chance that one's folks are in armed force and his dad gets posted some place else, that understudy can change his school without starting the course afresh.
