In response of your question here I am separately enlisting the details about both these courses;

M.E.

It is known as Plain engineering.

M.E. is knowledge oriented.

The plain engineering is more of theoretical based research.

M.E. emphasize on in depth concept clarification of facts.

In late 70s and early 80s institutes offering Engineering with other degrees, called their engineering degree M.E.

M.Tech

It is known as Masters in engineering technology.

M. Tech. is skill oriented.

While engineering technology is more of application engineering.

Institute offered only Engineering degrees called their degree as M.Tech.

Mostly private universities or self affiliated colleges like the IIT etc.

Emphasize on Practical exposure of Conceptual Knowledge.

It is offered by colleges affiliated by various universities.

Master of Engineering Specialisations

Biomedical Engineering.
Electrical Engineering.
Infrastructure Systems.
Instrumentation Engineering.
Metallurgical Engineering.
Structural Engineering.
Transportation Engineering.
