No it is not possible to change college during first year studies. You must minimum clear first year examination with good marks to change college.
You can change your colleges after completion of your 1st year studies . After changing college give again admission fees and caution money and other fees.

Eligibility criteria :
You have to obtained more than 75% in your first year
-You should have some proper reason for your decision in the present college
-Apart from all the above you should have some influence in the college which you want to change
- You have to convince them that you don’t have any other option
