Yes definitely after completion of Computer Science and Engineering applicants are eligible to appear in Indian Adminstrative Services exam.

IAS exam holds by the Union Public Service Commission and serves as a common aptitude test for other civil services like IPS, IFS, Group A and Group B central services.

Applicants appearing for their final year degree exam are also eligible to apply
