IFFCO Chhattisgarh Power Ltd (ICPL) a Joint Venture of IFFCO and CSEB was framed to set up of a pit-head Power Plant of 1320 MW limit in Surguja District of Chhattisgarh. The Project points of interest are as under

IFFCO CHHATTISGARH POWER LIMITED

1. Status of tie-up of clearances

i) State Govt. endorsement for the site and land got on 11.08.2008

ii) State Water Resources Department allotment of 36 MCM water p.a. gotten.

iii) Environment freedom.

• Environmental Clearance got from MoEF on dated 16.03.2012.

iv) Stage 1 Forest freedom for plant has been gotten on 26.02.2013.

v) National Airport Authority Clearance has been gotten on 12.05.2009.

vi) Historical Building Clearance has been gotten on 16.01.2007.

vii) Non coal Bearing zone Clearance has been gotten on 19.02.2008.

viii) Mega Power testament has been gotten in December' 2011.

ix) Approval for laying transmission line has been gotten from the Energy Department of the GoCG.

2. Land Acquisition

100% of Pvt. land and Govt. land has been procured. Ownership of area and fencing work is finished.

3. Water Supply

• Water accessibility study has been finished by WAPCOS.

• Source of water is from waterways Atem and Gej with anicuts/blasts.

• Status of Hydro structures:

- Topography review of all destinations finished.

- Geo-tech examination of all locales finished.

- DPR is prepared and submitted to GoCG for endorsement.

- Detailed outline and delicate records are made prepared by WAPCOS.

- R&R arrangement endorsement is under advancement.

4. Arrangement of request for gear/works

RFP report for single EPC bundle on LSTK has been issued in July' 2012 and offer accommodation date is 26/02/2014.

5. Development Activity at site

i) Barbed Wire Fencing Work finished in the whole range of force plant site..

ii) Topographical study of Site leveling/reviewing is finished.

iii) Construction water/power

a) Water

• Construction water necessity should be met from waterway Atem .

b) Power

• Supply of 200 kVA pre-development power at 11 kV is accessible at site.

• Application has been loaded with CSEB, Ambikapur for supply of 10 MVA power by 33 kV power transmission line from Ambikapur. Request notice has been gotten.

iv) R&R province

• 100% land procured for advancement of R&R Colony.

• Town arranging and drawing created for R&R Colony .

• Distribution/apportioning of the plot to home-oustees is being taken up.

6. Power Evacuation

Proposed game plan for force departure

• 400 kV twofold circuit transmission line of 254 KM length from Plant site to CSEB sub-station at Raipur.

• DPR for Transmission line is prepared.

• RfQ for Transmission line is prepared.

7. Offer of Power

i) Proposed game plan available to be purchased of force

• 90% Power is claimed by CSEB and it will be sold to them according to the procurements of JVA.

• 10% Power to be sold to different States.

ii) Details of PPAs marked

• PPA marked with CSEB on 26th September, 2006.

• Consequent upon re association of CSEB, PPA has been relegated to CSPDCL.

• PPA has 3 – Tier installment security component

8. Financing

i) Proposed wellspring of assets

• Project to be subsidized by Debt and Equity in the proportion of 70:30.

• Equity to be organized by Promoters M/s IFFCO and M/s CSPHCL (earlier CSEB)

• IDBI has been selected for Debt Syndication.

ii) Project evaluation has been finished by M/s IDBI and Project has been affirmed by the IDBI Board for Debt syndication. The data Memorandum for the Syndication is prepared.

iii) Financial conclusion :- Financial Closure is relied upon to be accomplished after request for LSTK EPC bundle is concluded and marking of financing reports.

9. COD (unit insightful)

• first Unit of 660 MW :- Oct-Nov' 2016.

• second Unit of 660 MW :- Mar-Apr' 2017.

10. Brief Status of hostage coal square

i) Name of Coal Block : Tara( Central) Coal Block.

ii) Total Geological Reserve : 317.33 Million ton.

iii) Explored/Regionally Explored : Fully Explored in the year 2002. GR Prepared by MECL/CMPDIL.

iv) Mine Plan/endorsement : Approval of Mining Plan (Revised) has been gotten in April' 2012.

v) Environmental Clearance

Ecological Clearance from MoEF has been gotten in May' 2012.

vi) First Stage Forest Clearance got from MoEF on fifth July' 2011. Consistence of conditions for Stage 2 leeway is focused on MoEF for further activity.

vii) Mining Lease :

Endorsement of the Central Government under Sec.5(1) and 6(1)(b) of MMDR Act,1957 for conceding of digging lease for a long time over a region of 2400 ha in Tara Coal Block is gotten for the organization (CICL).

viii) Private area Acquisition :

The recompense request has been passed for the whole private area and the installment of remuneration to the agriculturists is in advancement.

The procedure for the choice of MDO is under advancement
