The review was made by the Multi-State Learning Collaborative assessment group at the University of Southern Maine's Muskie School. The instrument was intended to:

Identify elements of an association that might improve or blocking QI approaches

Monitor the effect of endeavors to make a more great environment for QI to thrive

Define potential companions of general wellbeing organizations for assessment purposes
